Have adjusted styling for multi-row blocks throughout the rollouts in the product so that they have resizeable columns, and the action button is always visible on load.

Unverified party details added by external users must be reviewed prior to being accepted as valid for application processing.

Ensure the user search page can now correctly search on users in the system.
